DOG and cat theft is set to become a specific crime punished by up to five years in jail.
The Government is expected to back a bill for the offence of “pet abduction”.
Currently, pets are considered in law to be property covered by the 1968 Theft Act.
But the change will potentially bring tougher punishments.
