Beneficiaries face hurdles as process for MMSY becomes more stringent

Getting the honorarium under Mukhyamantri Maiyan Samman Yojana (MMYS) has become increasingly difficult, as the women, child, and social security department, after directing officials to identify and delist ineligible beneficiaries, has now introduced measures that make the process of filing forms more cumbersome, people familiar with the developments said.

An official said that the department has cancelled its agreement with the Common Service Centre (CSC), a key component of the Digital India initiative launched by the central government, particularly in rural and remote areas. "By an order issued on December 30 by the director of the department, Sameera S, it was stated that after December 31, 2024, the work of taking applications and their digitisation through CSC will be stopped, as there is no longer a need for the services of CSC," the official said.

Sharing the implications of the departmental directive, the official said: "CSC runs Pragya Kendras in many places. For women, visiting these centres was easier as they were usually close to their residences in rural and urban areas. With the cancellation of the agreement, this is no longer possible. Women will now have to go to circle offices and block offices to get their forms filled."

Department director Sameera S confirmed the development, saying it was automatic. "The agreement was for only six months, which expired in December. Thus, the directive was issued. Now beneficiaries will have to fill their forms at Circle Offices and Block Offices," she said. Pooja Oraon, who had come to the Nagri Circle Office to fill out the form, shared her problem with the department's order to stop digitisation work at Pragya Kendra. "After I turned 18, I went to the Pragya Kendra close to my residence in Hesal. I was told to go to the Circle Office, about 5 km from my residence. When I arrived, I was asked to remain in a long queue. After standing for half an hour, I was asked to come on Monday due to a problem with the link," she said.

Putul Kujur, who had come from Piska More, echoed the same sentiment. "I stood for two hours but failed to submit my form. Due to link failure, digitisation work could not be done. I was asked to come on Monday. Now I will come again on Monday. The distance between my house and office is at least 6 km."
