Party chairwoman Anneliese Dodds has drawn up plans for new laws to extend charging policies already in place in Wales.

Tories warned the measures – which may include tolls and congestion charges along with low emission-only areas – would have a devastating impact on car users, especially small businesses and families.

They claimed Labour would go even further and set up more Ultra Low Emission Zone-style (Ulez) charges and 20mph speed limits. Transport Secretary Mark Harper said the party would increase fuel duty to plug a hole in its spending plans. He insisted: “Labour is coming for you if you have a car.” The Labour-run Welsh Government has brought in laws allowing it to designate main roads as “Clean Air Zones” where charges are imposed on motorists.

In addition it says it expects to see the zones “established in towns and cities throughout Wales”.
