Emergency services were called to Greenbank Road at around 5.30pm on Friday, June 14 after an explosion and fire were reported in a first-floor flat.
The block of flats was evacuated and Devon and Somerset Fire and Rescue Service rescued three people who were still inside the building during the blaze. Six fire engines rushed to the scene and crews tackled the fire into Friday evening.
The cause of the fire could not be determined, the fire service said, but police believe it to be suspicious.
