Twelve of the offenders were prosecuted for dropping litter in and around the city. The 13th offender deposited controlled waste - an external door and carpet - without a permit.
The 13 were fined a combined total of £3,840. Victim surcharges totalling £1,576 were also asked for by the court, as well as court costs of £3,248.
Cllr Bill Wakeham, Plymouth City Council's Cabinet member for the environment and street scene, has previously said: "The lesson here is quite simple; if you litter, you will be issued with an FPN [fixed penalty notice). If you then choose to ignore the FPN, your case will be heard in court and could prove to be a very expensive mistake.
"It's disappointing to have to continue deploying our officers as a deterrent against a small minority who flout the law." Below is a list of litter louts who have recently appeared in court.
