Hopes had been raised by sources within the league that a funding offer would be made at the end of Monday's shareholders' meeting, but none was forthcoming.
There are understood to be a group of teams who are prepared to back the offer - which would be conditional on the introduction of new cost control measures at EFL level - but those clubs want certainty around the new financial system for the Premier League before voting it through.
An executive at one of the clubs, who was present at Monday's meeting, said they are concerned about a situation where little to no restriction is placed on spending at the Premier League level compelling clubs to follow the biggest spenders if they want to stay competitive - but heavily restricted in the Championship. They believe that would put any club relegated from the Premier League immediately in financial peril
