The two-phase polls for the 81-member Jharkhand Assembly are due on November 13 and 20. The JMM-led alliance also promised 10 lakh jobs to the youth and also a separate Backward Class welfare ministry for the community. The alliance has announced 7 guarantees, calling it 'one vote, seven guarantees'.

The manifesto was released by CM Hemant Soren, Congress chief Mallikarjun Kharge and other leaders. The seven guarantees announced by the INDIA bloc include: A guarantee of Khatian - a domicile policy for a person who is an Indian citizen and resides within the territorial and geographical limits of Jharkhand and his or her ancestor's name is recorded in the khatian (land records) of 1932 or earlier.
