Sources said the firecrackers had been kept near the temple compound. The Nileshwar police booked eight persons, including seven temple committee members. Three have been arrested. District Police Chief Shilpa D said permission had not been obtained for bursting the crackers. "There were no safety measures, including fire extinguishers," she said.
