The friendship between Pakistan and Daesh Khorasan or ISIS is a reality which cannot be overlooked. It is pertinent to mention that Pakistan’s intelligence agencies, that include the Inter-Services Intelligence and the GHQ Rawalpindi, have made an agreement with the top establishment of Daesh. This agreement is called the “Dabori Agreement”. (Dabori is a place in Orakzai district in the Kohat Division of the Khyber Pakhtunkhwa province of Pakistan where many senior ISIS leaders are from.)
Both Pakistan and the leadership of Daesh Khorasan are following this agreement with all sincerity.
It is due to this agreement that Daesh has never formally announced its branch in Pakistan despite being present in Pakistan, and has not carried out any attacks against the Pakistan army.
A few attacks that appear to have been carried out by Daesh Khorasan, those too have been carried out at the behest of Pakistani military institutions, and most of them have been carried out on non-military targets, which is proof of ISIS' loyalty to Pakistan's army.
It is important to note that despite ISIS' existence in Pakistan, no one has ever heard of Pakistan's army or intelligence agencies conducting any operation against ISIS; this is due to the "Dabori Agreement".
The Pakistan army and security agencies do not conduct any operation against Daesh Khorasan because they are respected and courteous to them and most of them are their guests and are staying in military guesthouses.
The objective of the Pakistani intelligence agencies to extend this hospitality to Daesh is natural, as Daesh was created by them to counter the Afghan Taliban (Islamic Emirate of Afghanistan). ISIS is using Khorasan province as a staging ground against the Islamic Emirate of Afghanistan.
