KEIR Starmer has vowed to fix the "rot" at the heart of Britain - but warns it will take time.
The Prime Minister will spell out the challenge facing Labour when he delivers his first big speech from Downing Street since taking office.
He will say on Tuesday: "When there is rot deep in the heart of a structure, you can't just cover it up.
"You can't tinker with it or rely on quick fixes.
