Rachel Reeves was speaking ahead of Wednesday's Autumn Statement from Chancellor Jeremy Hunt. He is said to be preparing to slash benefits to pay for cutting inheritance tax, paid on just the top 4% of estates.
He is also rumoured to be considering cutting the 40p higher rate of income tax, paid by those on Britain's top salaries.
Ms Reeves said: "The tax burden is now at its highest level in 70 years. There's been 25 tax rises in this Parliament alone. I want taxes on workers lower and that would be my priority if there was space for tax cuts."
