Do High Security Registration Plates Prevent Theft Of Vehicles?

In the midst of the prevailing COVID-19 pandemic, panic, and restrictions, the Transport Department of Delhi, in a public notice issued on September 22, 2020, warned owners of new and old vehicles registered in NCT of Delhi to immediately install High-Security Registration Plates (HSRPs) including the third registration mark (color-coded sticker) on their vehicles. In essence, it means around 40 lakh vehicles will need to go to get HSRPs and color code stickers.

According to officials, massive fines will be imposed on those who do not adhere to this. The Transport Department of Delhi warned that it would be soon starting an enforcement drive and in all probability, it would be four-wheelers that would be checked before they move on to two-wheelers.

As of now, this rule is applicable only to those vehicles that have been registered in Delhi NCT. What about vehicles from other states plying on Delhi roads with the respective state registration plates? Sources told Motown India that these vehicles too would be penalized if they are not fitted with an HSRP and a color-coded fuel sticker. Now for these vehicles to get their number plates and stickers affixed, they can only do it in the respective states. This can lead to a lot of inconvenience to hundreds and thousands of motorists.

The notice stated that Transport Department has authorised the dealers of the OEMs to affix colour coded sticker and HSRP on all old vehicles. For getting your HSRP and colour code stickers you need to log in at https://bookmyhsrp.com/Index.aspx for an appointment and do the needful.

Delhi Transport Minister Kailash Gahlot on October 6, 2020, restrained the Delhi transport department from taking coercive measures to enforce rules pertaining to HSRP until further orders. The decision came after the minister held a high-level meeting to resolve issues faced by vehicle owners in getting the new number plates. He directed manufacturers and dealers of high-security registration plates not to take new bookings unless a system is put in place to address the issues being faced by vehicle owners.
