Anti-dumping duty on China coated flats likely

Directorate General of Trade Remedies (DGTR), part of the commerce ministry, has recommended the imposition of anti-dumping duty on aluminum and zinc coated flat products from China, Vietnam, and Korea, following complaints by JSW Steel Coated Product (JSW).

Usage

In solar power projects, the flat panels are placed on the module mounting structures, which are made up of aluminum and zinccoated flat products.

“Solar industry purchases Galvalume for use in solar mounting structures including purlins, rafters, columns, bracers etc. which clearly demonstrates that JSWs Galvalume (Galvos brand) is being used for making solar mounting structures including purlins, rafters, columns, bracers, angles, etc. In this regard, Applicant provided sufficient evidence to the authority vide its letters October 21 and December 16 clearly demonstrating that two of the biggest solar project developers in India purchased JSWs Galvalume for making solar mounting structures including purlins, rafters, columns, bracers, angles, etc,” the findings report released recently said.

Investigation

Following JSW’s applications, authorities in April 2019 initiated investigations into the allegations of dumping.

On the basis of preliminary investigation carried out, the authority in July recommended imposition of provisional anti-dumping duty on the imports of the subject goods originating in or exported from China, Vietnam and Korea for a period of six months from the date of its notification.

Period of investigation was from October 2017 to September 2018 and injury investigation period was however considered from April 2015.
