It was just hours before sunrise on Sept. 2 when the quiet calm of a picture-perfect night in the waters off California's Santa Cruz Island was shattered by the noise and heat of an explosive inferno: A 75-ft. commercial dive boat, called the Conception, had erupted into raging flames. On deck, as the smoke and fire rapidly intensified, the captain and four crew members, who had all been sound asleep, frantically tried to reach the 34 divers trapped in the sleeping quarters down below—to no avail. “With all that heat, the 70 or so scuba tanks on board would have gone off like grenades,” says Perry Cabugos, a former captain of the Conception. “It burned so fast the crew would have had two choices: die in the fire or try to escape.”
