<div style="page-break-before:always; page-break-after:always">To counter growing youth unemployment, the European Commission proposed an expansion of the existing &ldquo;youth guarantee&rdquo; programme, which has been in place since 2013.As part of this framework, people between 15 and 25 years old can sign up to receive a job, traineeship or internship offer within four months. The European Commission wants this to expand up to 29-year-olds.Commission Vice President Valdis Dombrovskis warned that youth unemployment had risen twice as fast as general unemployment during the coronavirus pandemic.It now stands at 15.4 per cent, but European commissioners cautioned during a press conference on Wednesday that the number might rise to 2008 levels, which had seen 50-per-cent of youth unemployment in some EU countries.Nicolas Schmit, EU commissioner for jobs and social rights, said the EU had to make sure there would not be a second &ldquo;lost generation,&rdquo; a term used for youths facing unemployment because of the global economic crisis in 2008.&ldquo;We are not yet there, but there is a risk that the young will be victims of this [pandemic],&rdquo; he said.Wednesday&rsquo;s proposal also suggested setting a stronger focus on the training and skills development of young people by investing in traineeship programmes more heavily.
