Statistics show just 73.8 per cent of people attending A&E were seen and treated within the four-hour target during the whole of November.
The latest weekly figure shows an improvement to 80.2 per cent but it is still below the 95 per cent target.
Three hospitals failed to reach a 70 per cent performance - Forth Valley Royal (65.1), Inverclyde Royal (67.6) and University Hospital Wishaw (69.9).
