President Duterte has told local officials and the police to intensify the arrest of those violating health regulations such as the wearing of face masks and physical distancing in public, while the country works double time to contain the coronavirus disease 2019 (COVID-19) pandemic.

The President directed Interior and Local Government Secretary Eduardo Año to ensure that the police and local executives will enforce the health regulations, noting that these measures can help the government slow down the spread of the virus.

Duterte invoked public safety in the stricter implementation of the regulations, stressing the need for every person to wear face masks as protection against the disease.

“That’s why we do not have any qualms in arresting people,” Duterte said in his address to the nation aired yesterday by government-run stations. “Under ordinary times… a simple violation of not wearing a mask, it used to be trivial, and social distancing, all of these things.”

“But during times of health issues, pandemonium, you can, because it can be a serious crime, transmitting your… The theory is that you are the carrier, that is why you should wear a mask so as not to pass on the infection to the other guy. Baliktad ang psychology diyan para talagang maniwala kayo (The psychology is reversed so that you should really believe it),” he said.

Duterte directed the Philippine National Police (PNP) to intensify the arrest of violators to deter others from ignoring the health regulations.
