The “pay up” texts come from Newlyn – a firm used by scores of local authorities to chase parking fines.
The messages, which started last week, are apparently in breach of the trade body rules.
Newlyn was criticised after the 2016 suicide of Jerome Rogers, 20, who had his bike clamped by the firm’s agents, leaving him unable to work.
