The European Union is readying a phased embargo of Russian oil, overcoming deep divisions among members who depend on Russia for energy supplies, at the end of a week that has seen the US and its allies deepen their commitment to supporting Ukraine's ability not only to defend itself but to drive Russia from its territory. The embargo has been weeks in the making, and intensive talks were to continue over the weekend before the European Commission, the bloc's executive, puts a finalised proposal on paper for EU ambassadors to approve next week, along with other new sanctions targeting Russia's biggest bank, Sberbank, and high-profile Russians. The embargo will be the biggest and most important step in EU's sixth package of sanctions.
