Qing Bao and Bao Li couldn't be cuter or cuddlier, but their arrival is being clouded by concern about Chinese "panda factories" and fears the country - and American zoos - are overbreeding the fanfavorite animals, exploiting them for power, prestige and money.

The three-year-old "new-bears" will reside at the zoo under what's believed to be a ten-year, $10 million lease. They're part of a controversial breeding and conservation program that was supposed to serve as "insurance against extinction" with the money earned from the leases going to help preserve the animals' natural habitat and to increase their genetic diversity.
