The temple in the city of Ayodhya sits where a centuries-old mosque once stood before it was destroyed by a Hindu mob in 1992, setting off sectarian violence that claimed 2,000 lives. "And this is the ultimate moment of creating the Indian Muslim as a second-class citizen." Leaders of the opposition Congress Party opted to skip the ceremony, which they describe as "a political project."
SALT IN THE WOUND Despite the government's framing of the event as an occasion of national celebration, for many within India's Muslim minority, it represented a somber affair. Ayyub says it served as a painful reminder of the Babri Mosque's destruction. "To be told that the entire nation is celebrating this temple being built on a mosque-it's like rubbing salt into an already existing wound," she says. Ayyub says many Indian Muslims also feel fear. Smriti Irani, India's Minister of Minority Affairs, dismissed such concerns. At the World Economic Forum in Davos, Switzerland, Irani told TIME the ceremony "is a reflection of India's not only diversity, but also patience."
CAMPAIGN START The ceremony was regarded as an unofficial launch of Modi's re-election campaign as he seeks to win a third consecutive term during India's election in the spring. Michael Kugelman of the Wilson Center think tank says the temple inauguration represents "a powerful reflection of Modi's campaign strategy," which has combined Hindu-nationalist politics with social-welfare projects, such as those being implemented in Ayodhya. "It's a combination that's worked well for him," Kugelman says.
