<p>फरीदाबाद से कांग्रेस नेता विजय प्रताप का कहना है कि बीजेपी दलित और पिछड़ा विरोधी मानसिकता से पीड़ित है। इसीलिए ये सरकार हरियाणा से सरकारी शिक्षा, पक्की नौकरी और एससीओबीसी का आरक्षण खत्म कर रही है। इसके लिए सरकार ने सरकारी संस्थाओं की फीस में कई-कई गुणा बढ़ोत्तरी कर दी है। एमडीयू की फीस में सीधे 5 गुणा तक फीस बढ़ाकर सरकार ने गरीब, किसान, एससी और ओबीसी परिवारों के बच्चों को उच्च शिक्षा से दूर करने के प्लान को जमीन पर उतारना शुरू कर दिया है। इसे पहले बीजेपी ने कौशल निगम के जरिए कच्ची भर्तियां शुरू करके आरक्षण, मेरिट और पारदर्शिता को खत्म कर दिया है। प्रदेश में 2 लाख से ज्यादा पद खाली पड़े हुए हैं, लेकिन सरकार इसलिए उनपर पक्की भर्तियां नहीं कर रही, क्योंकि पक्की भर्तियों में दलित-पिछड़ों को आरक्षण देना पड़ेगा। लेकिन बीजेपी नहीं चाहती कि इन वर्गों को आरक्षण व नौकरी मिले। शिक्षण संस्थानों की हालत ऐसी हो गई है कि यूजीसी ने प्रदेश की 2 सरकारी यूनिवर्सिटीज महाराणा प्रताप हॉर्टिकल्चर यूनिवर्सिटी करनाल और स्पोट्र्स यूनिवर्सिटी ऑफ हरियाणा राई को डिफॉल्टर की सूची में डाल दिया है। इससे पहले प्रदेश सरकार ने खुद नोटिफिकेशन जारी किया था कि सरकार प्रदेश की किसी यूनिवर्सिटी को फंड नहीं देगी। उसे अपने खर्चे खुद निकालने होंगे। यहीं से शिक्षण संस्थानों में बेतहाशा फीस बढ़ोत्तरी का सिलसिला शुरू हुआ। विजय प्रताप ने कहा कि बीजेपी ने आरक्षण को सिर्फ कागजों तक सीमित कर दिया है। क्योंकि जब सरकारी शिक्षा और सरकारी नौकरियां ही नहीं होंगी तो आरक्षण अपने आप खत्म हो जाएगा। आरक्षण को खत्म करने के लिए ही इस सरकार ने पिछड़ा वर्ग की क्रीमी लेयर लिमिट को कम किया। केंद्र में क्रिमी लेयर की जो लिमिट 8 लाख है, उसे हरियाणा सरकार ने घटाकर 6 लाख कर दिया है। इसके चलते लाखों ओबीसी परिवारों का आरक्षण खत्म हो गया है। लेकिन कांग्रेस सरकार बनने पर इसे बढकर 10 लाख किया जाएगा। विजय प्रताप ने बीजेपी की एससीओबीसी विरोधी सोच का एक और उदाहण पेश किया। उन्होंने कहा कि लोकसभा की हार के बाद अब बीजेपी 100-100 गज के मुफ्त प्लॉट बांटने की बात कह रही है। जबकि कांग्रेस सरकार ने एससी-ओबीसी के गरीब परिवारों को प्लॉट बांटने की ये क्रांतिकारी योजना शुरू की थी। इस योजना के जरिए लगभग 4 लाख परिवारों को 100 गज के मुफ्त प्लॉट बांटे गए थे। कांग्रेस ने 7 लाख से ज्यादा परिवारों को प्लॉट देने की योजना बनाई थी। लेकिन बीजेपी ने सत्ता में आते ही इस योजना को बंद कर दिया। इसीलिए 3 लाख से ज्यादा परिवारों को प्लॉट नहीं मिल पाए। इन तमाम तथ्यों से साफ है कि बीजेपी, दलित और पिछड़े वर्ग को जमीन के अधिकार, आरक्षण, सरकारी नौकरी और शिक्षा से पूरी तरह वंचित रखना चाहती है। इसलिए कांग्रेस इसबार का विधानसभा चुनाव वंचित वर्गों को उनका अधिकार दिलाने और प्रदेश को फिर से देश का नंबर वन राज्य बनाने के मकसद से लड़ेगी।</p>
