Former PM Lord Cameron is understood to have decided he had fulfilled his duty by stepping in as Foreign Secretary when asked by Rishi Sunak last November.
It means Andrew Mitchell will be the new Shadow Foreign Secretary.
Party chairman Richard Holden has also resigned and is replaced by Richard Fuller. He said: "I am honoured to be asked to act as interim chairman and to be working alongside colleagues in the shadow cabinet.
