The figure is down 0.4 per cent from the 776,341 people on waiting lists at the end of September.
Scottish Labour's Jackie Baillie said Health Secretary Humza Yousaf had "shown absolutely no ability to solve these problems".
Scots Tory Dr Sandesh Gulhane called the situation "shameful", adding: "Continued delays to starting treatment only leads to further suffering for patients and, in the worst case scenarios, unnecessary deaths." The comments came as official figures showed the number of Scots waiting for inpatient or day treatment in hospital was up by 22 per cent compared with December 2021 and 87 per cent higher than in 2019, before Covid.
Yousaf said: "Despite ongoing significant pressures, it is heartening to see continued progress being made in NHS waiting times since the introduction of targets to reduce long waits in July 2022."
