Charities such as Greenpeace UK and Keep Britain Tidy have signed a letter to the PM, demanding the UK Government grants an exemption for DRS in Scotland.
The exemption is needed as the scheme in Scotland is due to begin in March, ahead of similar initiatives in England, Wales and Northern Ireland.
DRS had been due to come into force in August but its launch date has been pushed back amid concerns from businesses.
The charities wrote DRS is "the single most effective policy tool available to reduce litter in our towns and countryside".
