Citizens Advice Scotland said queries on the issue have reached record levels, with an average client having debts of up to £3420-nearly three times the average council tax bill of £1238 in the current tax year.
Demand for advice is 35 per cent higher than it was before the pandemic and 25 per cent higher since January.
