The surge in price has contributed to a sharp fall in the number of stamped items being posted.
Matthew Upton, policy director at Citizens Advice, said: "Royal Mail holds a virtual monopoly on an essential public service millions of people rely on, but despite missed delivery targets across the country this summer, Royal Mail has chosen to hike prices."
Second class stamp prices will remain the same at 75p.
