CIVIL servants were given just seven hours' notice of Humza Yousaf's decision to announce a council tax freeze at last month's SNP conference.
Policy chiefs learned at breakfast time the First Minister would divert cash from his budget for the tax giveaway.
Labour was incensed that the far-reaching U-turn was announced so close to Yousaf's speech.
MSP Paul O'Kane said: "This uncosted policy appears to have been dropped on officials mere hours before it was announced, with no discussion, no formal records.
