Talks between the PGA Tour, DP World Tour and Saudi Arabia's Public Investment Fund - which bankrolls LIV Golf - have been ongoing since the signing of a framework agreement in June last year.
World No.3 McIlroy claimed in September the US Department of Justice and a 50-50 split between pros on both sides were the biggest obstacles to a deal.
The DOJ had already forced a non-solicitation clause to be removed from the agreement, which was designed to stop players being poached. However, the incoming president back for a second nonconsecutive term - stands to be able to influence the priorities of the DOJ.
