SNP chiefs admitted in new documents that the country has less than 10 per cent of Europe's projected offshore capacity.
Ministers including Nicola Sturgeon and Alex Salmond had circulated a statistic claiming Scotland had 25 per cent of the continent's wind potential.
The figure was included in the Scottish Government's 2014 white paper for independence but it was forced last year to concede the inaccuracy.
Files obtained by pro-Union group These Islands show officials recalculated Scotland's offshore wind output by 2030 as "approximately 10 per cent of the EU ambition".
The Scottish Government said Green Circular Economy Minister Lorna Slater would update parliament on the new analysis.
But Tory MSP Liam Kerr said: "The SNP have been caught out yet again playing fast and loose with Scotland's offshore energy potential."
