New Deputy Prime Minister Oliver Dowden said no action was needed but that it could one day be the "sound that could save your life". The warning system will be used in life-threatening situations such as floods and wildfires.
Mr Dowden said: "Keep calm and carry on that is the British way. There is no need to take any action and you can simply swipe it away as you would any other message you receive!" It comes as domestic abuse charities warned hidden phones could be exposed. Drivers were also urged to take precautions, including switching off their mobile while on the road.
Motorists caught holding a phone behind the wheel face six penalty points and a &pound;200 fine.
The test coincides with today's London Marathon and two Premier League matches.
