Ministers want to cut personal use from 144 litres-a-day to 122 by 2038 to protect supplies.
They plan to bring in new standards that could mean banning the sale of power showers.
A five-minute morning dowsing can use 80 litres - at up to 16 litres-a-minute.
The proposals form part of a Government plan to improve pollution in England's waterways and safeguards supplies.
Therese Coffey, Environment Secretary, said it would be impossible to fix the sewage problem overnight.
"Anyone who says they can is either detached from reality or being dishonest with the public," she said.
Restrictions could also affect loos with hundreds of litres-a-day lost to leaks mostly from dual flush models, and some UK areas facing severe water shortages.
Water efficiency labelling on showers, taps and lavatories will be rolled out by the Government later this year.
