SIR Chris Whitty says the Government's pandemic plan was "woefully deficient" as the Covid crisis began.
The chief medical officer also said the "system around the Prime Minister" was "chaotic" He told the Covid Inquiry: "I looked at the pandemic flu plan at the point when we were beginning to worry. It was pretty clear that it wasn't going to give us any particular help.
"So my view was we didn't have a plan that&nbsp;was going to be useful from a prevention or management point of view."
He added that "with the benefit of hindsight" a first lockdown should have been sooner.
But he refused to criticise the then-PM Boris "Bozo" Johnson.
Sir Chris said: "He has a distinct style. I won't make commentary on individual politicians.
"The political system around the Prime Minister was more mixed. It was quite often chaotic."
