The ex-Health Secretary's WhatsApp exchanges revealed ministers discussed needing to "get heavy" with officers over the measures.
But Sir Peter Fahy, the former chief constable of Greater Manchester Police, said there was "huge resentment within policing" when cases of officers "trying to do their best" during lockdown were "highlighted and misunderstood".
Messages between ministers and civil servants, revealed in the Daily Telegraph, show police were given orders to enforce strict lockdown measures, just days before Government staff held a party in Downing Street.
Senior officers were hauled into No10 and told to be stricter with members of the public seen breaking the rules.
