He also defended a campaign proposal ahead of the July 4 election to ban sales to under-16s of highly caffeinated energy drinks, arguing they were leaving kids too "wired" to sleep or concentrate in class.
Parents and teachers alike want the drinks ban, he insisted, as he promoted a £1.6 billion package for the NHS including 100,000 extra child dentistry appointments and mental health support in every school.
