'Spy video' fan David James Sloane was found with 277 images and clips of men at gyms, a shopping centre and a service station.
All were taken without their knowledge or consent.
The men were either showering or using the toilet. The 44-year-old was caught by a man who was showering following a gym session in Tameside, Manchester Minshull Street Crown Court heard.
The man, who cannot be identified for legal reasons, noticed limbs on the floor of the cubicle next to him. Fearing somebody had collapsed, he bent down to look. He then noticed a mobile phone. "He felt alarmed and felt he was being recorded," prosecutor Kay Driver said.
"He waited until they emerged from the shower, and 20 minutes later the defendant emerged and placed his phone into a locker."
