Initially, the charge for obtaining a Pollution Under Control (PUC) certificate for a car was Rs 35. After remaining steady for many years, the rate was moderately increased to Rs 50. During this period, I was living in the Union Territory of Chandigarh. However, after retiring, we moved to our new house in Panchkula, a neighboring town in Haryana, four years ago. When I went to get a PUC certificate from Panchkula and was charged Rs 100, I was taken aback by the doubling of the fee.
