"Paper leaks are happening because all the universities and their vice-chancellors have been captured by BJP and its parent organisation.
They have penetrated the educational institutions and destroyed them. As long as this capture is not reversed, paper leaks will continue to happen," the opposition leader said.
Pointing to the Vyapam scam in Madhya Pradesh, Gandhi who earlier called BJP-ruled states the "epicentre of paper leaks" - said it is now being taken across the country. Calling for accountability, the Congress leader urged swift action against those responsible underlining that Prime Minister Narendra Modi has "psychologically collapsed" post-election and will struggle to run the government like this.
