He has also claimed that the guidelines issued by the Centre do not adequately cover passenger safety. His plea seeks to make drivers of cab aggregators liable in cases of crimes committed by them.A bench of Chief Justice Devendra Kumar Upadhyaya and Justice Amit Borkar noted that former Chief Justice Dipankar Datta had issued directions in 2022 to finalise the draft rules for aggregators, including applying for a licence under the Centre's Motor Vehicles Aggregators Guidelines, 2020.The state advocate, however, submitted that licences were issued to drivers as per the earlier court order and the Centre's guidelines are being followed until the state finalises its rules.
