Mitch, who is 22, picked up 38 league wickets at an average below 10 runs each to help Plymstock earn promotion from the B Division at the end of last season.
And the 300-plus league runs he scored, at an average a fraction above 20, also helped the promotion.
Mitch is the first Plymstock winner of the Bob Bridges Cup, which remembers the first chairman of the Devon Cricket League, since Carl Goodearl claimed it back in 1984.
Previous winners the Overton twins, Lewis Gregory, Mark Lathwell and Chris Read, all of whom have played for England in at least one format of the game, as well as current Somerset Ben Green and Tom Lammonby.
The Devon team management talent spotted Mitch last season and have inducted him into the Lions Development squad for winter training at Bicton College near Exmouth.
James Nicholls, the Plymstock captain, said Devon are doing the right thing working with Mitch as he is only going to get better.
