MANIPUR Chief Minister N Biren Singh on Friday said his recent apology was directed specifically to the victims of the ethnic conflict and not to anybody else. The state Congress had termed his statement an "acknowledgement" of the government's failure.
The chief minister said, "They (Congress) are the creator of the present situation. They do not want the restoration of peace in Manipur."
