SYDNEY – Australia's Parliament was supposed to feature a rare coming together of MPs on Oct 8 to mark the anniversary of Hamas' attack in southern Israel on Oct 7, 2023, but the attempt to achieve a solemn show of bipartisan solidarity quickly collapsed. Introducing his motion, Australian Prime Minister Anthony Albanese called for the nation and the Parliament to "stand together... to preserve the harmony that makes this the greatest nation on earth". Instead, the chamber erupted into a bitter clash between Mr Albanese and Opposition leader Peter Dutton over their opposing stances on the ongoing war in Gaza. In a ferocious attack, Mr Dutton, who leads the Liberal-National Coalition and is a staunch supporter of Israel, condemned Mr Albanese for proposing a motion that included a call for a de-escalation of violence, a ceasefire in Gaza and Lebanon, and a two-state solution to the Israeli-Palestinian conflict. Mr Dutton said the motion should have focused solely on the massacre of Israelis on Oct 7, suggesting that Mr Albanese was acting for political purposes and was trying to appeal to voters in seats with large Muslim or left-wing cohorts that are pro-Palestinian. "The Prime Minister is trying to speak out of both sides of his mouth and that is not something that we will support," Mr Dutton told Parliament. "This motion was supposed to be about Oct 7, about the loss of human life... This government has sought to walk both sides of the street in relation to what has been a very divisive debate for our country." Mr Dutton added: "The Prime Minister should be condemned." His comments came just moments after Mr Albanese had strongly and unequivocally condemned the terrifying "brutality and the cruelty" of the attack by Palestinian militant group Hamas in which some 1,200 Israelis died, saying that innocent Israelis had been "subjected to acts of degradation and humiliation that, a year on, remain beyond comprehension". Mr Albanese asserted Israel's right to defend itself and called for the return of Israeli hostages held by Hamas, but he insisted on a motion that also mourned the death of all innocent civilians and recognised the number of Palestinian civilians killed. Hamas militants took about 250 hostages to Gaza on Oct 7. Nearly 42,000 people have been killed in Gaza since, according to Palestinian health authorities. "Let's be very clear: Australia's position is consistent with other democratic countries," Mr Albanese said. "We know it's only through diplomatic efforts that this cycle of conflict and bloodshed can be broken. Escalation denies diplomacy any chance of working." Apparently, Mr Dutton had proposed to Mr Albanese a few days earlier that they back a joint motion to mark the Oct 7 anniversary. The pair met in Canberra on the morning of Oct 8 to discuss the wording but could not agree. In the end, the government, which has a slim majority in the Lower House, passed its motion by 85 to 54, with the support of several independent MPs. But the debate on Oct 8 highlighted the animosity between Labor and the Opposition Coalition over the ongoing war in the Middle East. The war has led to regular and sometimes heated pro-Palestinian protests in major cities, supported by the Greens, a left-wing party that is staunchly pro-Palestinian. Labor is likely to require the support of the Greens if there is a hung Parliament after the next election. Mr Albanese has attempted to steer a middle path, backing Israel's right to self-defence while calling for a ceasefire. But it is a delicate path, which has fuelled perceptions that he is weak and non-committal - a point that Mr Dutton, a former defence minister and unwavering hardline conservative, has attempted to exploit. The difficulty for both leaders is that neither of their intentions is entirely pure because both have an eye on domestic politics ahead of an election due to be held by May 2025. Mr Albanese is concerned about alienating pro-Palestinian supporters in inner-city electorates, where the Greens are strong, and some outer suburbs, where there are large Muslim communities. Mr Dutton does not care about making enemies of the Greens party, which is more closely aligned to Labor, and would prefer to try to paint Mr Albanese as lacking strength and conviction. Mr Dutton has been forthright about his strategy. In August, he told a radio interviewer: "There's a real contrast now between the weakness of the prime minister and the approach I have taken." Recent opinion polls suggest that most Australians do not want their country to take a side in the conflict. A Resolve Strategic survey published on Oct 7 found that 22 per cent of people favour Mr Dutton's handling of the Middle East conflict, compared with 18 per cent for Mr Albanese, 6 per cent for the Greens, and 55 per cent unsure or uncommitted. However, the survey also found 50 per cent want Australia to not voice support for either side, with 23 per cent saying Australia should support Israel, 12 per cent saying Gaza or Hamas, and 15 per cent saying both. For now, there appears to be little hope that the opposing parties of Australian politics can peacefully navigate the bitter, seemingly intractable conflict unfolding in the Middle East.
