<p id="2">&ldquo;Based on the FRMB limits, the state government was planning to implement some welfare programmes and schemes,&rdquo; a senior official said.</p>
<p>&ldquo;Now, all that has been derailed. Similarly, the Centre announced 0.5 per cent of FRBM to best performing states and also to those states which implement reforms in electricity sector by fixing meters to agriculture pumpsets, etc. As the state government has refused to implement power reforms, it has lost another ₹6,000 crore,&rdquo; the official said.</p>

<p id="2">The state was also deprived of another ₹20,000 crore assistance from various financial institutions for taking up irrigation projects and thermal power plants, the officials said and added that institutions such as the Power Finance Corporation and Rural Electrification Corporation have not disbursed loans for last several months on the ground that they come under FRBM limits. Sources said there was an attempt to project Telangana as a &lsquo;failed state&rsquo; by weakening it financially and forcing it to cut down funds on welfare schemes.</p>
