This includes 3 of 34 zilla parishads and 12 of 139 nagar panchayats among others, according to the recommendations of the Banthia Commission. The SC has cleared the quota on the basis of its report. The apex court has set the quota cap at 50% and the combined reservations for SCs, STs and OBCs have to fit within it. Reservations for SCs and STs are constitutionally mandated and are provided in keeping with their proportion in the population. As a result, in local bodies where the combined SC and ST population reaches 50%, OBCs will get no quota.
