<p>The rare bird was spotted at the &lsquo;vulture restaurant&rsquo; created by the forest department, said assistant conservator of forests Nandkishor Kupte. The vulture restaurant is an open-air site where food is placed to lure the birds to help increase their numbers. Forest officials created it last year for vulture conservation.</p>
