Lieutenant governor VK Saxena has directed chief secretary Naresh Kumar to look into a complaint made by Dalit Indian Chamber of Commerce and Industry (DICCI) for alleged non-payment of dues of Rs 16 crore by the Delhi government to over 1,000 Dalit workers engaged in cleaning sewer lines in the national capital through Delhi Jal Board (DJB).
Expressing displeasure over inordinate delay in payments, the LG said it was a "serious matter" and asked the chief secretary to take immediate steps to clear all "genuine claims" before Diwali to ensure that these marginalised workers didn't face any hardship during the festivals.
A DJB official, however, said there was some delay due to administrative reasons.&nbsp;"Funds amounting to Rs 7.9 crore pertaining to the work carried out till July 31, 2022 have already been released.&nbsp;The bills raised for the work carried out in August were submitted on September 30 after proper verification by the field officer and are being processed for release of payment," the official claimed.
Officials said the LG's directions come in the wake of a representation made by DICCI chairman Milind Kamble on September 30. They added that DJB had signed an agreement with DICCI in February 2019 for implementing a technology-based solution for sewer cleaning to eliminate manual scavenging in Delhi, under which 189 contractors from&nbsp;marginalised communities were engaged. These contractors further engaged over 1,000 sanitation workers for sewer cleaning in DJB areas.
The contractors bought sewer cleaning machines with financial assistance under a flagship "Stand up India" scheme and got a term loan of up to 90% for each machine priced at Rs 40 lakh.&nbsp;"The EMI payment to the bank forms the major expenditure every month, apart from the recurring operation and maintenance expenses of these machines. Due to non-payment of bills by the Delhi government, these Dalit workers were forced to go without salary for several months and the contractors are unable to meet the critical recurring expenses like fuel, operation and maintenance, and repayment of bank EMIS," said an official.
Quoting the complaint, sources said the contract between DJB and DICCI had mandated the release of payment to contractors every month, but they never got timely payment in four years.&nbsp;"The complainant has alleged that a lobby was constantly trying to fail these poor Dalit sanitation workers so that the sewer cleaning work is given back to the old contractors," the official said.
