New Delhi: In a sign of escalating animosity between him and the state government, lieutenant governor VK Saxena asked chief minister Arvind Kejriwal on Saturday to reconsider the proposal to launch the &lsquo;Red Light On, Gaadi Off &rsquo; campaign, saying there was nothing on the file to prove putting off the car engines at traffic lights was effective against air pollution.
Referring also to environment minister Gopal Rai&rsquo;s accusations that he &ldquo;withheld&rdquo; the campaign file, thus delaying its launch, Saxena urged the CM to refrain from &ldquo;publicising issues prematurely&rdquo; and making &ldquo;political allegations&rdquo; to ensure harmonious and constitutional functioning of the system of governance.
In his note to the CM, the LG said the &lsquo;Red Light On, Gaadi Off &rsquo; campaign posed &ldquo;multiple risks&rdquo; to safety and health of Civil Defence volunteers proposed to be deployed at traffic intersections. Last week, the AAP government sent a proposal to the LG seeking &ldquo;explicit directions&rdquo; to departments over for the deployment of 2,500 Civil Defence volunteers to request car owners to put off their engines while idling when the light was red at intersections.
Questioning the outcome of the campaign in the absence of an impact assessment&nbsp;report, Saxena said, &ldquo;The basic premise of the campaign which seeks to risk the health of few individuals on the assumption of protecting the health of many is faulty and does not appear to have any parallel in any other civilised metropolitan city.&rdquo;
The LG added that he had asked his officials to examine the &ldquo;legal tenability&rdquo; of the proposal to engage Civil Defence volunteers in consultation with law and revenue departments. The Delhi government has been running this campaign for the last two winters.
Saxena further said that if the government was keen on sensitising people, it should be done either with the help of the traffic police or technological interventions. &ldquo;In the long run, technological solutions need to be found for enforcement of such measures rather than deploying humans and putting them at risk,&rdquo; he said.
While referring to the allegations that he had &ldquo;withheld&rdquo; the file, Saxena said the proposal was pending with the CM since October 11 before it was sent to his office on October 21. Even before he could consider the issue, the environment minister levelled allegations that the programme could not be launched on October 28 in the absence of the LG&rsquo;s approval. &ldquo;Such frivolous behaviour entailing baseless allegations, false accusations and political insinuations on the part of a minister is unbecoming to say the least,&rdquo; Saxena said.
He added, &ldquo;Publicising issues prematurely and making political allegations even before the matter is submitted to me or while it is under my consideration, violates the basic principles of governance&hellip; obstructs my constitutional right to formulate an independent opinion.&rdquo;
