Russia rehearsed its response to a nuclear attack on Wednesday in an exercise that involved nuclear submarines, strategic bombers, and ballistic missiles at a time when tensions are high over a "dirty bomb" allegation it has made against Ukraine.
Russian President Putin remotely observed the annual exercise, called "Grom" or "Thunder", which uses test launches to put Moscow's nuclear forces through their paces in a show of force designed to deter and intimidate foes. Russian officials said that test launches of nuclear-capable ballistic and cruise missiles had passed off successfully.
Putin also joined the chorus of senior Russian officials who have claimed in recent days without evidence that Ukraine planned to detonate a dirty bomb, which uses conventional explosives to spread radioactive material. It was the first time the Russian leader has made the claim, which Western officials have dismissed and said Moscow could use as a pretext for launching its own attack. Putin was also cited by RIA news agency as saying the potential for conflict in the world and region remained high.
Kyiv and the West say there is no evidence for the allegation and that the warning looks designed to escalate tension around the war in Ukraine. Western officials have expressed fear that Moscow may be tempted to use a low-yield "tactical" nuclear weapon to try to force Kyiv to capitulate at a time when Ukrainian forces are advancing inside the Russian-occupied Kherson province.
On Wednesday, in an address to intelligence chiefs from heads of the security agencies from former Soviet states, Putin accused Washington of supplying Ukraine with "heavy weapons" and said that the risk of conflict was high in the region and around the world. "It is also known about plans to use a so-called dirty bomb for provocation," a Kremlin summary of the message quoted Putin as saying.
A day after Russia aired its "dirty bomb" allegations at the UN security council, Russian defence minister Sergei Shoigu briefed his Chinese counterpart Wei Fenghe by video, conveying Moscow's concern around what it called "potential provocations" from Kyiv involving a "dirty bomb", Shoigu's ministry said. There was no readout from Beijing on what Wei Fenghe had told Shoigu.
