The Kremlin chief said Moscow forces had shown "loyalty to the people of Russia" and protected the "Motherland and its future" in the face of the weekend's rebellion.
The speech from inside the Kremlin came as Wagner leader Yevgeny Prigozhin arrived in Belarus to begin his exile as part of a deal negotiated by its leader Aleksandr Lukashenko.
Putin addressed 2,500 members of the military, security forces and national guard gathered in a square.
And he revealed that Moscow had paid Wagner nearly £800 million for their part in Russia's war against Ukraine.
He told troops: "You've essentially stopped a civil war.
