Footage from several sources appeared to show the plant — around 25 miles from the Ukrainian border in the Freida industrial district — engulfed in flames.
Governor of Belgorod region Vyacheslav Gladkov claimed the depot was hit by a low altitude Ukrainian attack helicopter strike at around 5.50am local time, although the claims could not immediately be independently verified.
Ukraine has not yet commented on the incident.
